Get listed on ACT.org and licensed to use real ACT tests
The ACT Affiliate Tutor Program is a partnership between ACT and the National Test Prep Association. It gives test prep professionals two things nobody else can get: a listing on ACT’s official Find-a-Tutor page and a license to use real, released ACT test forms in their tutoring. The program is open only to NTPA members, and the steps below show how to join and enroll.
What is the ACT Affiliate Tutor Program?
ACT launched the program with the NTPA in 2025 to give students and families a trusted way to find qualified ACT tutors and to give those tutors legitimate access to official ACT material. ACT announced the partnership in a June 16, 2025, press release. In the words of Andy Taylor, ACT’s Senior Vice President of Educational Solutions, “Tutors do so much more than just help students prepare for the ACT test. They help students build confidence, target areas to focus on, offer support, and create individualized study plans.”
Every organization on ACT’s Find-a-Tutor page is an NTPA member in good standing, which means every one of them has agreed to our Code of Ethics. That is the point of the partnership: ACT gets a vetted directory, families get ethical tutors, and our members get referrals from the most-visited ACT prep pages on the web.
As of September 2026, the Find-a-Tutor page lists more than 80 NTPA member organizations across more than 20 states. In November 2025, ACT reported that affiliate tutors had supported more than 13,000 students and families.
Benefits of the ACT Affiliate Tutor Program
ACT describes the benefits in three categories. Here is what each one means for a tutor or test prep company.
1. Referrals from ACT.org
ACT’s test preparation pages receive millions of visits a year, and the Find-a-Tutor page is linked from ACT’s test prep home page. Affiliates are listed by state with a link to their website. Families in your state find you directly, and online tutors reach families nationwide. Only NTPA members can be listed. No other commercial tutoring organization is eligible.
2. A license to use real ACT tests
Affiliates receive official ACT test forms as PDFs, covering every section: English, Math, Reading, Science, and Writing. As of August 2026, the package holds 38 tests (33 legacy ACT forms and 5 Enhanced ACT forms), or nearly 8,000 real ACT questions. The Enhanced set includes a real October 2025 administration and two forms ACT released in August 2026. The license lets you use them as full practice tests or break them into worksheets, quizzes, and lessons, and ACT adds new forms as they are cleared for the program.
3. Direct access to ACT
Affiliates get exclusive webinars and quarterly updates from ACT, early information on test changes and new products, and early or exclusive access to ACT promotions around registration, My Answer Key, and other services. You can also market yourself as an ACT Affiliate Tutor.
Who is eligible?
- Current NTPA members only. Solopreneur, Organization, and Showcase members are all eligible. ACT confirms membership status with the NTPA before it signs a program agreement and again at each annual renewal. Members whose NTPA membership lapses are removed from the Find-a-Tutor page.
- Tutoring providers of any size. The program is for people and organizations that deliver ACT-aligned instruction in any format (one-to-one, small group, or classroom) and in any setting (in person or online). Individual tutors, small and large tutoring companies, and not-for-profit programs all participate.
- Located anywhere in the United States. Listings are organized by state, and online-only tutors are welcome.
Note that this is different from NTPA’s own former “Affiliate” membership tier, which is now called Showcase Membership. “ACT Affiliate Tutor” refers only to ACT’s program.
How NTPA members sign up for the ACT Affiliate Tutor Program
The NTPA does not process program applications or payments. Our role is to confirm that you are a member. ACT runs the program, and enrollment takes four steps.
- Join the NTPA. Fill out a membership application, provide professional references, agree to the Code of Ethics, and pay your annual dues. Membership starts at $250 per year for a Solopreneur and $600 for an Organization. See the Membership page for the full comparison. If you are already a member, skip to step 2.
- Contact ACT. Email Andy Taylor of ACT at andrew.taylor@act.org. Include your name, your organization’s name as it appears in your NTPA membership, the number of tutors you work with, the state or states you serve, and whether you tutor in person, online, or both. ACT will confirm your membership with the NTPA and send you the program agreement and current pricing.
- Sign the agreement and pay ACT’s license fee. The license runs for one year from signing and renews annually. Pricing is set by ACT and tiered by the number of tutors in your organization.
- Get your materials and your listing. ACT sends the released test forms as PDFs and adds your organization to the Find-a-Tutor page. You will also start receiving ACT’s affiliate updates and webinar invitations.

What the ACT license does and does not allow
The license is a limited commercial-use license for tutoring and learning services. ACT’s own guidance for affiliates draws the line like this:
Permitted
- Giving a released form as a full practice test at the start, middle, or end of a tutoring program
- Pulling questions from several forms into a worksheet or quiz used in your instruction
- Adding your own explanations to ACT questions and delivering them in lessons
- Advertising your services as an ACT Affiliate Tutor
- Writing your own ACT-style questions for a stand-alone product as long as you do not present them as ACT’s
Not permitted
- Printing and selling the forms as practice tests to school districts or anyone else
- Creating products for sale outside of your tutoring services
- Using ACT questions in marketing, including social media videos
- Advertising your products as authorized, sponsored, certified, or endorsed by ACT
ACT lists affiliates because they are NTPA members. It does not train, approve, or certify individual tutors or their curricula, and affiliates should not say that it does.
Frequently asked questions
Do I have to be an NTPA member to join the ACT Affiliate Tutor Program?
Yes. ACT confirms NTPA membership before signing a program agreement and again at each renewal. Non-members can apply to join the NTPA first; membership approval typically takes a few days.
How much does the ACT Affiliate Tutor Program cost?
ACT charges an annual license fee that is separate from NTPA dues. It is tiered by organization size: individual tutors, small organizations (2 to 5 tutors), medium (6 to 9), and large (10 or more), with not-for-profit programs quoted individually. ACT quotes current pricing on request and has said it will discuss payment plans with smaller organizations.
What ACT materials do affiliates receive?
Official ACT test forms delivered as PDFs, each with all sections: English, Math, Reading, Science, and Writing. As of August 2026, that is 38 tests (33 legacy forms and 5 Enhanced ACT forms), or nearly 8,000 real ACT questions. The Enhanced set includes the official practice form from ACT’s “Preparing for the ACT” guide, a real October 2025 administration, and two forms ACT released in August 2026. ACT adds newer forms, including My Answer Key forms, as they are cleared for the program.
How do families find me on ACT.org?
ACT’s Find-a-Tutor page lists affiliates by state with a link to each organization’s website. Families pick their state and contact tutors directly. ACT does not take a referral fee.
Can I call myself an ACT Affiliate Tutor?
Yes. Affiliates may advertise their services as ACT Affiliate Tutors and use that term. You may not claim that ACT has authorized, sponsored, certified, or endorsed your products, your curriculum, or your instructors.
How long does the license last?
One year from the date the agreement is signed. It renews annually, and ACT re-confirms your NTPA membership at renewal.
Does the NTPA handle sign-up or payment for the program?
No. The NTPA confirms your membership status to ACT. ACT manages the program, the agreement, the payment, the materials, and the Find-a-Tutor listing. Contact ACT at andrew.taylor@act.org to enroll.
I am already an NTPA member. Why am I not on the Find-a-Tutor page?
Being an NTPA member makes you eligible, but it does not enroll you. You still need to contact ACT, sign the program agreement, and pay the license fee. Once that is done, ACT adds you to the page.
Ready to become an ACT Affiliate Tutor?
Step one is NTPA membership. Apply today, and once you are approved, contact ACT to enroll in the program. You will join more than 80 member organizations already listed on ACT.org, plus colleagues across the U.S. who share best practices, referrals, and professional development all year long.
